Manitoba Hydro is seeking an advanced metering infrastructure (AMI) solution for its Manitoba service territory, including advanced electric meters, communications infrastructure, a head-end system, a meter data management system, and associated services.
DESCRIPTION OF THE PROCUREMENT STRATEGY: Manitoba Hydro is issuing this Request for Pre-Qualification ("RFPQ") to seek the submission of information ("Submission") for the design, supply, configuration, integration, testing, commissioning, and deployment support of an Advanced Metering Infrastructure (“AMI”) Solution. This procurement process consists of a two-stage procurement process : 1. RFPQ: The first stage is the identification of up to three (3) Pre-Qualified Proponent(s) for AMI Solution. 2. RFP: The second stage of the procurement occurs when Manitoba Hydro will issue a Request for Proposal ("RFP") to Pre-Qualified Proponents by invitation and those interested may respond to the invitational RFP. Manitoba Hydro intends to select one (1) Proponent for the AMI Solution and enter into a master service agreement with an initial term of ten (10) years, with two (2) optional five (5)-year extension terms, subject to earlier termination. DESCRIPTION OF THE WORK : The AMI Solution includes advanced electric meters, communications infrastructure, a head-end system (“HES”), Meter Data Management System (“MDMS”), and associated services required to establish a utility-scale AMI platform for Manitoba Hydro’s service territory throughout Manitoba. Physical installation services for meters and network devices are excluded from the scope of this RFPQ and the subsequent RFP and are anticipated to be procured separately by Manitoba Hydro. Mandatory Requirement: Submissions that do not comply with all of the mandatory criteria as of the RFPQ deadline will, subject to the express and implied rights of Manitoba Hydro, be disqualified and not evaluated further.
