IBM Expert Labs MQ Upgrade

The WCB is inviting your firm to submit a Quotation for the following: Seeking a vendor with dedicated IBM subject matter experts to provide IBM Expert labs services to perform a side-by-side migration and upgrade of WCB's IBM MQ environment to IBM MQ 9.4.x. The Contractor will not be required to have and maintain workers compensation coverage for its workers who will be providing the Services, unless required pursuant to The Workers Compensation Act. A Contractor that is a corporation or partnership will, prior to providing the Services, provide written proof that it is in good legal standing to carry on business in its home jurisdiction and shall remain so for the duration of the Services. Item No. D02DBZX Product Description IBM Expert Labs Services PiD for Non-SaaS Engagement, Remotely Delivered Software Services Quantity 6 The Quotation should include how the Contractor intends to address the expected outcomes and objectives. Expected outcomes and objectives: Upgrade IBM MQ instance to IBM MQ 9.4.x across DEV, CERT, PROD, and Training environments to establish a fully supported messaging platform. Migrate IBM MQ services to Windows Server 2022 using a side-by-side migration approach that minimizes implementation risk and operational disruption. Successfully migrate, configure, and validate all 10 queue managers across DEV (3), CERT (3), PROD (3), and Training (1) environments. Preserve existing messaging functionality, configurations, and connectivity throughout the migration process. Implement TLS encryption on all external-facing MQ channels, including AZURE.CLIENT and ExtranetQM, to enhance the security of message transmission. Implement Role-Based Access Control (RBAC) using Active Directory security groups across all queue managers. Apply least-privilege access controls to improve security, governance, and auditability of IBM MQ administration. Validate the successful operation of all business-critical integrations, including the Mobile Worker App (JMS), Azure Spring Boot Bridge, and WAS 9.0.5.26 (Java 1.8 JMS) following migration. Ensure all application messaging, connectivity, and business transactions function as expected in the upgraded environment. Execute a controlled production cutover and go-live with minimal impact to business operations. Provide post-go-live stabilization, troubleshooting, and support to ensure a stable production environment. Deliver operational knowledge transfer and supporting documentation to enable WCB staff to effectively administer and support the upgraded IBM MQ platform. Improve the overall security, supportability, reliability, and operational readiness of WCB's enterprise messaging infrastructure.
