The Ministry of Government and Consumer Services is procuring an operational Emergency Spill Response System built on the MIKE 3 hydrodynamic modelling framework and a real-time decision-support platform such as REDiT or equivalent.
Develop an operational Emergency Spill Response System (ESRS) built upon the MIKE 3 hydrodynamic modelling framework, using a real-time decision support platform (e.g., REDiT or equivalent) to integrate live monitoring data, automated meteorological and hydrological forecast ingestion, and contaminant transport modelling into a single web-based system that any authorized responder can use 24/7, without being a modeller. The system shall be capable of utilizing existing EcoLab templates to model contaminants of concern, including hydrocarbons, sulphate, and mercury. The modelling framework will replace a specialized older system that requires modelling expertise, manual data inputs, and cannot be used for modelling emerging contaminants.
