Rocky View County is seeking an enterprise-level integrated land management platform to modernize and streamline development approvals. The solution must support development approval processes, external online application submission and tracking, payment processing, property and application case management, and records retention and disposition through the County’s SharePoint Online environment.
Rocky View County has begun a Development Approvals Transformation Program aimed at streamlining, modernizing, and improving the service delivery of administering development approvals. The Transformation Program includes a variety of projects aimed at achieving an approvals process that is increasingly agile, aligned, and relevant. The program’s Vision and Roadmap are included at the end of section D1 for further reference. Intended outcomes include reduced approval timelines, improved applicant navigation, and integrated processes that support customer engagement. To realize these outcomes, the Program’s various initiatives incorporate three separate methodologies: human elements to achieve operational efficiencies, process and policy elements to codify efficiencies, and technology elements to complement and support refined ways of working. To support technological improvements, the County is seeking proposals from external vendors offering enterprise-level land management platforms which integrate application processing and external online submission/tracking capabilities. The successful vendor will provide an integrated technology platform facilitating all development approvals processes, payment processing, and property and application case management currently undertaken by the County, with records retention and disposition through the County’s SharePoint Online environment. This holistic approach aims to ensure a seamless transition towards modernizing the County's systems and processes and better reflect the level of service delivery envisioned by Council’s Strategic Priorities.
